Garlic has a high sugar content and burns quickly; start the oil and garlic in a cold pan over medium to low heat and stir occasionally to brown evenly. The garlic chips can be made in advance, but be sure to save the garlic infused oil to cook the meat. The optimal size for the filet mignon is about one-half pound each.
